Goran Pastrovic is a highly experienced consultant specializing in various areas of public administration reform, quality management, and digital transformation. Since November 2014, he has served as Programme Manager at the Regional School of Public Administration (ReSPA), an innovative centre fostering inter-regional cooperation among the Western Balkan countries. Before this, from September 2011 to November 2014, he held the position of Training Manager. In addition, he was temporarily appointed Director a.i. from December 2015 to July 2016.
With over 14 years of experience in project development, management, coordination, and consulting, Goran has been involved in the development and implementation of institutional, financial, and strategic initiatives. Throughout his career, he has led national teams of experts, ensuring the timely delivery of project outputs and outcomes.
Goran has extensive experience working with both national and international programs in key areas such as capacity building, strategic planning, project development and implementation, as well as monitoring and evaluation. Early in his career, he contributed as a PLA trainer in the Serbia project funded by SIDA (2000-2002). Later, he served as the Regional Coordinator for the UNDP GEF DRP ICPDR project in the six lower Danube countries. From 2006 onwards, he was appointed as a national expert in an EU-funded project related to the Ministry of Agriculture, Forestry, and Water Management (MAFWM) and associated strategic documents.
In recent years, Goran has been involved in multiple international initiatives, including national expert roles for DANIDA initiatives in Serbia, World Bank projects, USAID’s capacity-building program, and other intergovernmental projects, both as a short-term and long-term expert.
Goran Pastrovic holds a degree in Agronomy from the University of Belgrade, Serbia (2002), and completed advanced studies in Sustainable Development in Italy (2002/03). He earned his MBA from the University of Belgrade in 2009, through a European Union-funded TEMPUS program. Throughout his career, Goran has provided technical assistance to central governments, focusing on building institutional capacities and supporting the design and implementation of impactful reforms.
