Fernando specializes in foreign policy and international cooperation strategic planning and advising with an emphasis on the creation of cross-sectoral and international partnerships, Official Development Assistance (ODA) projects, resource mobilization as well as project management and execution with the public, private and civil society sectors.

He has worked internationally in the fields of inclusive urban governance, human rights, public health and disability advocacy since 2013. Previously, Fernando has served as advisor of governmental affairs for global organizations such as World Enabled/ Pineda Foundation, The Global Alliance on Accessible Technologies and Environments (GAATES), as well as member of the executive committee of the Global Network on Disability Inclusive and Accessible Urban Development (DIAUD) and the Global's International Commission on Technology and Accessibility Task Force on DiDRR of Rehabilitation International (RI).

In the public sector, Fernando was the Director of Foreign Affairs at the Technical Secretariat for the Inclusive Management of Disabilities of Ecuador's Vice-presidency (SETEDIS). He led the internationalization of Ecuador's comprehensive disability care model, resulting in six binational programs and 16 projects in Latin America and the Caribbean. Later, he was appointed as part of the Ecuadorian negotiation team of the New Urban Agenda (NUA) and of the coordination team of the United Nations Conference on Housing and Urban Development HABITAT III. Afterwards he became the national coordinator of Foreign Affairs at the Ministry of Urban Development and Housing of the Republic of Ecuador (MIDUVI).

In 2019, he was appointed as national director of cooperation and foreign affairs at the Ministry of Public Health of Ecuador. Consequently, During the COVID-19 pandemic, he was the chief negotiator for Ecuador's access to COVID-19 vaccines and hold key positions such as President of the Meeting of the Parties to the Protocol (MOP) of the World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC) and of the Board of Directors of the Protocol for the Elimination of Illicit Trade in Tobacco Products, Principal Representative (Commissioner) for Ecuador of the Inter-American Drug Abuse Control Commission (CICAD) and President Pro Tempore of the Technical Coordination Committee (CTC) of the Andean Health Organization, Hipólito Unanue Agreement (ORAS-CONHU). Nowadays, he serves as advisor of foreign affairs at the Japanese Assistive Technology Development Organization (ATDO).

Fernando is currently a PhD candidate in International Politics and Foreign Affairs at the Complutense University of Madrid (UCM). He holds a BA in International Business and Affairs and master’s degrees in international politics from FLACSO and UCM.
