Mr. El Sobky serves as the Vice CEO of the Information Technology Industry Development Agency (ITIDA), the implementing arm of the Egyptian Ministry of Communications and Information Technology (MCIT). He has worked in Information Technology since 1985.
At ITIDA, he supervises ICT market development and oversees the project to establish new Technology Parks in Egypt since 2016. As the general trustee of the Supreme Council for Cyber Security, he previously directed Strategic Projects at the Ministry of Investment and managed several e-government initiatives under the Ministry of State for Administrative Development.
At the African level, he contributed to developing the e-learning strategy for Nile Basin and COMESA countries as an Egyptian expert. He also implemented the first e-learning master's degree in the Middle East with Middlesex University and established the Egyptian node for the World Bank’s Global Distance Learning Network.
Regionally, he participated as a member of the Arab Workforce Group for WSIS's first phase. He helped draft the document "Towards a Pan Arab Information Society - A Joint Action Plan." His involvement extended to the drafting committee for the "High Level Arab Conference," which prepared for WSIS in Cairo in 2003. Additionally, he reviewed the document "Towards Activating the Geneva Plan of Action: A Regional Vision to Promote and Develop the Information Society in the Arab Region," submitted during the WSIS's second phase in Tunisia.
In 2014, he led a national workgroup of multi-stakeholder experts (government, private sector, and NGOs) under MCIT to prepare Egypt's national ICT strategic plan. He also participates in another national workgroup focused on developing e-learning in Egypt.
Under MCIT, he led a national workgroup to produce the "Egypt ICT Golden Book," which showcases projects by various Egyptian stakeholders in "Information for Development - ICT4D." This effort supports Egypt's initiatives in implementing and following up on the WSIS phases in Geneva and Tunis.
He helped implement the "National Contest of the e-Content" as a member of the competition's executive committee. In 2007, he served as a jury member in the competition's second round for the "e-learning" category.
Mr. El-Sobky has authored several papers for international, regional, and local conferences in e-learning, e-content, e-government, and the knowledge society. He published a book in Arabic titled "A Guide for Information Technology and Systems Security."
Additionally, he serves on the "Board of Information Technology and Communication – Internet Security Workgroup" at the Academy of Scientific Research and Technology in Egypt. His contributions include drafting the initial version of the "Cyber Security Law" as a member of the "Laws Formulation Committee" under MCIT.
