Pedro Duarte is a 33-year-old politician and public servant, currently serving as a city councilor for Rio de Janeiro. Elected in 2021 and reelected in 2024 with 15,404 votes as a member of the NOVO party, he is now in his second term.
Born in Duque de Caxias, Baixada Fluminense, Pedro moved to Rio de Janeiro as a child, settling in Ilha do Governador, where he grew up. Coming from a humble background, Pedro's parents have long been entrepreneurs—his father, alongside his brothers, has run a flower shop in CADEG for 35 years. From a young age, Pedro observed his father’s work, learning the value of business and entrepreneurship and the inspiring stories of those who fight for independence and change their lives through hard work and sacrifice.
A passionate advocate for Rio de Janeiro and its carioca lifestyle, Pedro moved to Barra da Tijuca and, more recently, to Copacabana and Botafogo to be closer to his work in Downtown Rio.
Pedro pursued a Law degree at PUC-Rio, where his passion for public management was sparked. He was an active member of the university community, serving in two administrations of the Law Academic Center. Later, he founded and presided over a group that won election and re-election to the Central Student Directory. Under his leadership, the group made headlines for its nonpartisan approach and commitment to transparency, efficiency, and entrepreneurship. A proud moment in his career was when they courageously withdrew their accreditation from the National Student Union (UNE), an institution he believed had become a partisan arm rather than a democratic student representative.
Pedro has long supported liberal values. Starting in 2008, he was actively involved in the resurgence of the liberal movement in Brazil, contributing to events and strengthening the movement. His efforts were recognized when he was selected for programs by the Mises Institute Brazil and Students for Liberty in 2015.
A qualified lawyer, Pedro’s professional experience spans both the Legislative Branch and the public sector. He worked in the Chamber of Deputies and later at the Legislative Assembly of Rio de Janeiro, where he served as an advisor to state deputy Alexandre Freitas (NOVO).
In 2020, Pedro was elected president of the Science and Technology Committee and vice president of the Master Plan Committee. His four years of leadership taught him valuable lessons about the importance of purpose, clarity of ideas, and productive parliamentary work. To further his public management expertise, Pedro pursued a postgraduate course at Insper in São Paulo.
In his second term as city councilor, Pedro was reelected in 2024 with 15,404 votes. He now serves as president of the Urban Issues Committee and vice president of the International Relations Committee, continuing to work towards improving the city of Rio de Janeiro.
