Rabih Baalbaki is an internationally recognized inventor, digital transformation strategist, and expert in educational technology (EdTech), with over 25 years of experience driving innovation at the intersection of technology, education, and public service. He is renowned for his pioneering work in e-governance, ICT capacity building, and the integration of emerging technologies into learning environments across the MENA region.

In 1998, Rabih founded the Advanced Computer Technology Center (ACTC), one of Lebanon’s leading institutions focused on professional training and career development. His work earned him international recognition through partnerships with global tech leaders, including Microsoft, Adobe, Autodesk, and Promethean. These collaborations were key in bringing global certification programs, interactive classroom technologies, and digital learning frameworks to thousands of learners and institutions worldwide. Under his leadership, ACTC ranked 34th among Microsoft’s top 1000 learning partners globally, and he was instrumental in securing the first Adobe Certified Training Center accreditation in the Middle East.

Rabih's expertise extends to consulting for governments, universities, and international organizations such as UNESCO and the United Nations, where he advised on developing ICT model classrooms and makerspaces. His contributions also include shaping national educational strategies and collaborating with Lebanon’s Ministry of Education and the Educational Center for Research and Development (CRDP) to promote Arabic digital content and interactive learning innovations. In 2018, he introduced Lebanon’s first interactive "Harmonic Classroom" makerspace as a proof-of-concept donation to CRDP.

He has been recognized with multiple international awards, including one from Promethean UK, for excellence in EdTech deployment across military and public school settings. Rabih also holds a gold-medal patent for his innovative collaborative learning solution, “Tablet to Table”.

Rabih currently serves as President of the EdTech Syndicate of Lebanon, a Board Member of the Professional Computer Association (PCA), and is an active member of several national and regional professional bodies, including the Association of IT Professionals in Lebanon, the National Association for Science and Research, and the Syndicate of IT Experts.
