Sri Lanka is rich in industrial minerals including sand and clay. These resources are governed by the Mineral Resources Act that mandates a license to mine, transport, process, store, trade or export any mineral. However, the paper work and procedure involved have led to long delays in the issuance process, which in turn have led corrupt practices which have undermined the efforts of the Geological Survey and Mines Bureau (GSMB) in managing mineral resources in the Country.
In December 2019 the Government abolished the requirement of a transport license for sand, clay and gravel in order to ease difficulties faced by construction and artisan industries. With this a host of problems surfaced – incidence of Illegal mining increased, damage to the environment was exacerbated, it was no longer possible to track/ ascertain if material being mined, transported, stored was legally extracted. Moreover, the loss to the Government through illicit mining in just the first 6 months of 2020 was LKR 1.2 bn. The long standing need for a digital solution for the issuance and management of licenses was clearly demonstrated through recent developments – this is mmPro. It is essentially an online system to eliminate loading, transport, storage or use of sand or mineral from any unauthorized extraction. It packs in several interesting and useful features to address the ground situation. It tracks real time consumption of issued mining license capacities against extracted quantities; enables the GSMB, Police and even the General public to check if extraction, transport or stored sand is from legal extraction via the web or a mobile. mmPro has an Operational Dashboard for with real-time statistics which depict usage and island-wide movement of sand and mineral vis a vis mining licenses issued.
